Regulations Introduced by the New Decree
Decree No. 334/2026/ND-CP, signed by Deputy Prime Minister Le Tien Chau, regulates the autonomy, financial mechanisms, and full-time doctoral education of higher education and vocational education institutions.
Controlled Pilot Mechanisms
According to Clause 3 of Article 5 of the decree, educational institutions will be able to implement controlled pilot mechanisms for digital education models and artificial intelligence applications in accordance with projects approved by competent authorities.
Provisions for Exemption from Legal Liability
During the implementation of the pilot mechanism, institutions are subject to provisions exempting them from legal liability specified in relevant laws, allowing schools to test innovations without fear of making mistakes.

Tu Huu Cong, a master's student at Binh Duong University, states that the new policy grants universities the right to try new things within a controlled legal framework, which is critical for innovation.
Responsibility and Controlled Boundaries
The new mechanism does not provide absolute immunity from liability for all failures; rather, it protects reasonable risks on the condition that risks are prevented and adequate measures are taken.
Support for Full-Time Doctoral Education
The decree stipulates the creation of conditions such as signing scholarship agreements and providing living expense allowances for full-time doctoral students.
Autonomy and Implementation Process
Regulating areas such as curriculum development, admissions, and financial autonomy, the decree will enter into force on October 5, and the Ministry of Education and Training will coordinate the process.
