HHS Unifies Procurement Systems for AI Integration and Efficiency
The Department of Health and Human Services is consolidating its procurement systems to build proper data infrastructure for AI tools and improve processes.
The U.S. Department of Health and Human Services has launched a comprehensive system consolidation and task force initiative aimed at making procurement processes more efficient, improving data hygiene, and preparing for artificial intelligence integration.
Consolidation of Procurement Systems
The department has initiated efforts to gather numerous procurement systems and tools across twelve operating divisions under a single umbrella. During this process, data hygiene is being updated and system integration is being achieved.
Participating in the General Services Administration's Hi-Def project, the agency is conducting collaborative work to create a federal data lake, thereby facilitating access to procurement data.
Artificial Intelligence and Data Standardization
Led by the Office of Management and Budget, the Hi-Def Initiative aims to standardize procurement data so it can be utilized by artificial intelligence and machine learning capabilities. Inter-agency data silos are being eliminated.
The department aims to accelerate employees' access to information and increase operational efficiency by connecting data layers.
Reduction of Low-Value Tasks
While ensuring human oversight is maintained in decision-support tools such as market research, cost, and price analysis, repetitive and low-value workloads are being reduced.

Procurement and IT Integration
Regular meetings are held with the new Chief Information Officer to address the intersections between procurement and information technology laws.
Governance rules for data and AI procurement are being reshaped in line with the agency's modernization goals.
Shared Services Model and PACT Initiative
A shared services model has been implemented within the Procurement Compliance and Collaboration Task Force, and approximately five thousand contracts for common goods and services have been transitioned.
Through this model, the department minimized disruptions to ensure routine operations continued seamlessly and established strategic sourcing plans.
Workforce Development and Strategic Plan
To strengthen workforce retention and hiring processes, the department is launching rotation programs where personnel can gain experience in different divisions.
The strategic plan focused on people, processes, and technology is being renewed to ensure the workforce is prepared for AI tools and new regulations.
