Thanks to this technological move, the process was carried out without the need for external accounting firm support or additional hiring.
Multi-Million Dollar Loan Distribution
In an announcement made by the State Treasurer's Office on Tuesday, it was reported that approximately $23 million in interest-free loans had been distributed to local governments affected by the 2024 storm.
By law, deductions from funds allocated for administrative expenses were avoided, allowing the entire designated budget to reach the region.
Details of the Loan Program
The cash flow loan program was launched in 2025 to enable local governments to finance reconstruction and cleanup efforts while waiting for federal funds.
The treasury currently has 119 borrowers, and AI systems help officials track obligations and determine when to communicate with borrowers.
High Demand and Repayment Terms
Despite low administrative costs, demand for Helene loans continues to far exceed available funds.
The treasury received over $100 million in requests compared to the approximately $23 million distributed for the 2026 period, and the loans must be repaid interest-free by June 30, 2030.
Artificial Intelligence in State Administration
The Helene program forms part of a pilot program partnership initiated by State Treasurer Brad Briner with OpenAI.
Various security measures and policies were implemented before OpenAI integration was expanded across the department.
