An eight-point policy proposal announced for trust and transparency in the fund market
The Istanbul Geoeconomics Institute has introduced the FonTRust program to enhance transparency, liquidity, and investor protection in capital market funds.
Following recent developments in the fund market and investor exit processes, the Istanbul Geoeconomics Institute has announced the 8-point FonTRust program prepared to boost confidence.

Recent developments in capital market funds have brought investor exit processes and discussions regarding the general functioning of the market back to the agenda.
Roundtable Meeting and Program
During its fourth roundtable meeting, the Istanbul Geoeconomics Institute addressed the size of the fund market as well as its resilience in terms of governance, transparency, liquidity, valuation, and investor protection.
Following the meeting, the resulting study was presented to the public under the name of the Turkey Fund Market Trust and Resilience Program.
Market Size and Liquidation Processes
The institute's policy document stated that the fund market reached a portfolio size of 10.969 trillion liras and 5.9 million investors as of August 2026.
New steps such as publishing dashboards and announcing payment schedules were proposed to ensure the liquidation process is conducted more transparently and fairly.
Board Decisions and Investor Numbers
By decisions of the Capital Markets Board, the liquidation of one hundred thirty-one funds belonging to seven portfolio management companies was decided.
According to Central Registry Agency records, there are four hundred fifty-five thousand seven hundred fifty-eight unique investors in these funds.
Investor Status Within the Scope of Liquidation
The Istanbul Geoeconomics Institute emphasized that this figure does not represent the finalized number of victims or those who suffered losses, but rather indicates the unique investors in the funds under liquidation.
Institute President Yusuf Dinç stated that Turkey's goal regarding the fund market is not shrinkage, but a more reliable structure.
Policy and Implementation Proposals
Within the scope of the FonTRust program, it was requested that transparent dashboards be created for funds in the liquidation process and liquid assets be distributed proportionally.
The program included items such as separating loss types and establishing a matching system between liquidity and redemption.
Investor Definition and Passport Application
It was proposed that the definition of a qualified investor be tied not only to financial size but also to knowledge, experience, and loss-bearing capacity.
It was stated that a FonTRust Fund Passport should be prepared to simply display the conditions of the funds.
Promotional Register and Capital Measurement
It was requested that a transparent digital promotional register be established for paid fund promotions and financial benefit relationships.
The implementation of a measurement system to track the impact of funds on the economy was demanded.
