Within the framework of the Medium-Term Program covering the 2027-2029 period, it is aimed to increase economic security by integrating advanced technologies from the defense industry into civil sectors.

Resource Security in Strategic Areas

In order to increase economic security against global shocks, geopolitical tensions, and competitive pressures, resource security will be strengthened in strategic areas such as energy, agriculture, food, health, technology, and defense. Innovation capacity will be developed to reduce foreign dependency in critical products and services.

Technology Transfer to Civil Sectors

To strengthen technological independence, domestic R&D and production capacity will be increased in the defense, health, semiconductors, and artificial intelligence sectors; the transfer of technologies developed in these areas to civil use cases will be supported.

Innovative Steps in the Health Sector

The health sector stands out as one of the primary areas where the technological competencies acquired in the defense industry will be transferred. The development of vaccines, medicines, medical devices, diagnostic kits, and artificial intelligence-based technologies needed by the national health system will be supported.

Semiconductor and Chip Production

Efforts will be carried out to establish modern facilities that will enable the production of semiconductor chips within Turkey, which play a critical role in ID cards, passports, and industrial applications.

Vice President Cevdet Yılmaz pointed out the importance of carrying the accumulated knowledge gained in the defense industry over to civil sectors and stated that joint platforms will be established with friendly countries on a product-by-product basis.
