Expropriation Decision for Rare Earth Element Sites in Eskişehir Beylikova
An urgent expropriation decision has been issued for properties in the rare earth elements site located in Eskişehir's Beylikova and Sivrihisar districts.
Turkey has incorporated 258 properties located in Eskişehir's Beylikova and Sivrihisar districts into its ownership through an urgent expropriation decision for rare earth elements of strategic importance on a global scale.
Details of the Expropriation Decision
An urgent expropriation decision was taken on August 31 for 258 properties located in the rare earth elements site in Eskişehir's Beylikova and Sivrihisar districts.
In accordance with the Presidential decree published in the Official Gazette, necessary steps are being taken for the project carried out by the General Directorate of Eti Maden Operations.
Planned Facility and Infrastructure Works
Within the scope of the project carried out by Eti Maden, it is targeted to establish industrial facilities and various infrastructures alongside mining activities.
Among the works to be carried out are open pit areas, ore and waste stock yards, roads, a tailing dam, and production facilities.
Investment Schedule and Production Targets
The pilot facility belonging to Eti Maden, which started operating in the region in 2023, continues its operations with an annual ore processing capacity of 1,200 tons.
Minister of Energy Alparslan Bayraktar had announced that the foundation of a factory would be laid in 2026 to process the reserves, and it is planned to transition to production within two years.
Legal Dimension of the Mining Process
Ayhan Yüksel, President of the Chamber of Mining Engineers, stated that the urgent expropriation decision aims to start mining activities without waiting for long-standing lawsuit processes.
Yüksel stated that Eti Maden obtained the license for the relevant site a long time ago and now aims to transition into activity with the expropriation step.
Reserve Size and Expert Evaluations
The information that there is a reserve of 694 million tons in the Beylikova-Kızılcaören site in Eskişehir was first announced to the public in 2022.
Experts point out that the announced figure has the character of a resource from a technical perspective and emphasize the importance of independent verification reports complying with international standards.
