The mandatory implementation start date of the secure payment system, planned to reduce the risk of fraud in real estate sales transactions and make money transfers secure, has been rescheduled as December 1, 2026.

Purpose of the Legal Regulation

It is aimed to prevent buyers and sellers from being exposed to fraud and forgery risks in real estate sales, to reduce informalities, and to ensure that money transfers are made in a secure environment.

Technical Infrastructure Studies

The technical work required to put the system into practice is being carried out in cooperation with the General Directorate of Land Registry and Cadastre.

The infrastructure for data sharing between TKGM information systems and banks has been prepared, and the processes for banks to establish their own technical infrastructures are ongoing.

Reason for the Postponement Decision

The postponement decision was made to ensure that the system operates effectively, securely, and uninterruptedly with all its elements, to complete integration processes among stakeholders, and to prevent potential disruptions.

Pilot Application Process

An integrator has been designated to accelerate data sharing and technical infrastructure installation, and the pilot application is anticipated to start after the bank infrastructures are completed.
