Measures by Economic Management Against Liquidity Squeeze in Borsa Istanbul
Following the sharp sell-off wave and liquidity squeeze at Borsa Istanbul, the economic management and regulatory institutions took simultaneous decisions.
Against the sharp sell-off wave and liquidity squeeze seen in Borsa Istanbul on September 15-16, the economic management took coordinated steps. While funds of seven portfolio management companies were liquidated, the CMB, CBRT, and BRSA announced measures to ease the market.
Sell-off Wave in the Market
The sharp sell-off wave that started in Borsa Istanbul markets on September 15, 2026 deepened with global uncertainties and liquidity squeezes experienced in certain investment funds. While the BIST 100 index completed September 15 at 13,892.30 points, the loss reached 5.54% on September 16, and the index retreated to 13,122.58 points.
Liquidation of Investment Funds
The Capital Markets Board suspended all investment funds founded by Tera, Pusula, Hedef, Atlas, A1, Pardus, and Bulls Portföy Yönetimi A.Ş. from trading to ensure the reliable functioning of the market. It was decided that these funds would be liquidated through a method to be determined.
New Ratios in Margin Trading
To relieve investors in margin trading, the equity protection ratio was lowered from a minimum of 35% to 20%. This decision, which can be applied flexibly according to the risk policies of intermediary institutions, will be valid until October 2, 2026.
Central Bank and BRSA Steps
The Central Bank of the Republic of Turkey announced that it would increase the funding amount through weekly repo auctions. Meanwhile, the Banking Regulation and Supervision Agency decided that own shares acquired by publicly traded banks through buybacks will not be counted as a core capital deduction item.
Financial Stability Committee Assessment
The Financial Stability Committee, which met on September 17, 2026, reported that there is no structural risk in the markets. It was stated that the problem is concentrated in a specific fund market and that the volatility is temporary and manageable.
