Ministry of Trade Inspection on Display Products and Refusal to Sell

The Ministry of Trade has increased its inspections and administrative sanctions against businesses that refuse, without providing a valid excuse, to sell products exhibited in storefronts, on shelves, and across e-commerce channels.

Legal Regulation and Fines

The Ministry of Trade has tightened inspections targeting businesses that avoid selling products exhibited on storefronts and digital platforms.

In accordance with Law No. 6502, those who fail to comply with the rules will be penalized at a rate of 10 percent of the product's price.

Invalid Excuses

In sectors such as furniture, electronics, and automotive, declarations stating that "stock is depleted" or that it is a "display product" will not be considered a legitimate reason on their own.

Unless there is a "not for sale" label on the product, it will be mandatory to sell the goods seen in the storefront to the consumer.

Fine Calculation Method

The amount of the fine to be applied cannot be less than 3,973 liras per violation and will increase based on the value of the product.

In the event of a repeat violation, fines will continue to be applied cumulatively for each separate transaction.

Consumers' Rights

Experts state that if a product is not provided, consumers can apply with a shelf label or a screenshot.

Consumer Arbitration Committees continue to serve as the authorized body in the resolution of disputes.
