New Economic Policies and Regulations Taking Effect in October
New economic regulations and decrees spanning various sectors from urban development to banking are being implemented in October.
Starting from October, various new economic policies and legal regulations covering urban areas, real estate, import-export, banking, agricultural insurance, and monetary management are entering into force.
Urban Development and Legal Framework
The Law on Urban Development No. 18/2026/QH16, taking effect from October 1st, establishes a completely new legal framework for the future structuring of urban areas.
Banking and Credit Institutions
Decree No. 316/2026/ND-CP, which tightens profit distribution in state credit institutions, officially came into force as of October 1st.
Mining Sector Regulation
Decree No. 325/2026/ND-CP, which closely concerns the activities of Vietnam National Coal and Mineral Industries Group (TKV), is being implemented starting October 5th.
Monetary Management and Banknote Series
Circular No. 45/2026/TT-NHNN, which determines the management method of banknote serial numbers, will take effect on October 13th.
Foreign Trade and Investment Decrees
Decree No. 336/2026/ND-CP regulating the National Single Window and ASEAN Single Window mechanisms will take effect on October 15th, while Decree No. 342/2026/ND-CP regulating 9 groups of commercial activities of Foreign Direct Investment enterprises will enter into force starting October 18th.
