Papel Electronic Money Company's Operating License Revoked
The Central Bank of the Republic of Turkey has revoked Papel's operating license as an electronic money institution based on legal grounds.
By a new decision taken by the Central Bank of the Republic of Turkey, the operating license of Papel Elektronik Para ve Ödeme Hizmetleri A.Ş. has been officially revoked.
Decision Published in the Official Gazette
The CBRT decision regarding the revocation of the operating license of Papel Elektronik Para ve Ödeme Hizmetleri A.Ş. as an electronic money institution was published in the Official Gazette dated September 23, 2026, and announced to the public. In line with this decision, the company's operational authorities have been legally terminated.
Licensing Process and Legal Basis
The operating license previously granted to the company by the Central Bank decision dated October 27, 2022, was re-evaluated and revoked within the framework of the provisions of Law No. 6493. The revocation procedure carried out pursuant to the relevant articles of the law was based on the CBRT's decision dated September 18, 2026, numbered 12092/21691.
