Preparation for Amendments Focused on Digital Economy and E-Commerce in Vietnam's Postal Law
As e-commerce grows in Vietnam and postal sector revenue exceeds 87 trillion VND, a draft law is being prepared for the market's integration into digital infrastructure and security measures.
The Postal Law in Vietnam, which has been applied for 15 years, is being updated in line with the rapid development of e-commerce and the digital economy. The fact that postal services revenue has exceeded 87,000 billion VND and parcel transportation has increased has made new legal regulations mandatory.
15-Year Transformation in the Postal Sector
After 15 years of implementation, the Postal Law has established an important legal foundation for the development of Vietnam's postal market. However, the rapid advancement of technology and new business models necessitates amendments to the law.
Growing Revenues and Number of Businesses
While the number of postal enterprises was around 40 in 2010, it has now reached nearly 1,000. Postal service revenue has surged from 4,000 billion VND to over 87,000 billion VND, and the shipment volume has exceeded 4.1 billion.
Digital Economy and Infrastructure Goal
Deputy Minister of Science and Technology Pham Duc Long emphasized that the purpose of the legal amendment is to make postal services a fundamental infrastructure of the digital economy.
Transition from Letters to Parcel Transportation
The most striking change in the market has been the shift from letters to parcels and packages. In 2024, parcels and packages accounted for more than 90% of postal shipments.
New Services and Legal Loopholes
New types of services such as order fulfillment and light logistics have emerged. Former Postal Department Director La Hoang Trung stated that this situation creates legal loopholes in models such as cash-on-delivery.
Security and Safety Measures
The increase in the proportion of parcels and packages raises the risk of the postal network being exploited for the transportation of contraband or illegal substances, which necessitates new measures for postal security.
