Preparation for Citizenship Salary Model via Family Income Completion System

Through joint efforts by the Ministry of Labor and Social Security and the Ministry of Family and Social Services, the household-based Family Income Completion System is being implemented, and state support is planned for households falling below the income threshold.

Details of the New Model

The efforts carried out by the Ministry of Labor and Social Security and the Ministry of Family and Social Services aim to reshape the social assistance mechanism.

Known publicly as the citizenship salary, the Family Income Completion System has come to the agenda as a new model stipulating that supports be provided on a household basis.

Support Based on Income Status

In the new model, instead of making uniform payments to everyone, the economic conditions of the household will be taken into account, and if the family's total income falls below a designated level, the state aims to cover the difference.

The assistance amount will not be the same for every household; following an income assessment, the total earnings of the household will be determined, and this amount is planned to be compared with the income threshold.

Minimum Income Security Goal

The primary goal of the system is to prevent low-income households from falling below a specific income level and to offer more regular economic support to those in need.

Unlike existing practices, the new model plans to base assistance on the household's total income situation rather than a single item of aid received by an individual or family.

Implementation Calendar and Scope

Details such as who the system will cover, according to which criteria the income calculation will be made, and how payments will be executed are expected to be clarified in the coming process.

It is stated that following pilot applications, the system is planned to be implemented nationwide across Turkey at the beginning of 2027.
