Regulations Made on Halkbank Tradesmen Loan Decision
With the Presidential Decree published in the Official Gazette, tax debt conditions for tradesmen loans were readjusted, while interest discount rates were reduced.
Changes were made to the decision regarding Treasury-subsidized investment and operating loans extended to tradesmen and artisans by Türkiye Halk Bankası AŞ. According to the decision published in the Official Gazette, tax debt conditions were updated and interest discount rates were reduced.
Official Gazette Decision
Amendments were made to the relevant articles of the Decision on the Extension of Treasury-Subsidized Investment and Operating Loans to Tradesmen and Artisans by Türkiye Halk Bankası Anonim Şirketi. The new decision was officially enacted by being published in the Official Gazette dated August 27, 2026.
Tax Debt Condition
During the loan disbursement, tradesmen and artisans will be required to present a document obtained up to 15 days prior showing that they have no overdue tax debts to tax offices. The fact that the debt has been restructured and installmented, and that the restructuring has not been impaired, will also be evaluated within this scope.
Payment of Debts from the Loan
If this condition cannot be met, an amount corresponding to a maximum of 25 percent of the Treasury-subsidized loan will be deposited by the bank to the relevant collection offices. Regardless of the loan size, this amount cannot exceed a total of 300,000 TL within one year.
Interest Support and Record
The discount rate to be provided by the Treasury for the interest on the debt to be covered by the loan was determined as 25 percent. Following the debt payment, the loan will be disbursed to the tradesman and artisan, and the relevant amounts will be tracked separately by the bank.
Interest Discount Rates
With the regulation, changes were also made to the interest discount rates to be applied to the tradesmen and artisans who will use the loan. The 50 percent interest discount rate was reduced to 40 percent, the 100 percent interest discount rate to 80 percent, and the 60 percent interest discount rate to 48 percent.
Enforcement and Execution
It was stated that the provisions of the new decision, which entered into force on the date of its publication, will be executed by the Minister of Treasury and Finance.
