The Financial Stability Committee convened under the chairmanship of Minister of Treasury and Finance Mehmet Şimşek to evaluate recent developments in capital markets. In the official statement, it was stated that the volatility in the markets stemmed from credit and liquidity problems in certain funds, and that there is no structural risk in the functioning of Borsa Istanbul.

Financial Stability Committee Meeting

According to the written statement made on the social media account of the Ministry of Treasury and Finance, the Financial Stability Committee convened on September 17, 2026, under the chairmanship of Mehmet Şimşek.

Assessment of the Situation in the Markets

During the meeting, it was assessed that the volatility in the markets originated from credit and liquidity issues experienced in certain funds held by a limited number of portfolio management companies.

No Structural Risk Exists

It was stated that there is no fundamental or structural risk regarding the functioning of Borsa Istanbul and the capital markets, and that the issue is concentrated in a specific segment of the fund market.

Liquidity Step from the Central Bank

Taking financial developments into account, the Central Bank of the Republic of Turkey has decided to increase the amount of funding to be provided through weekly repo auctions.

Banking Limits and Ratios

While the borrowing limits of banks within the Central Bank were updated according to their balance sheet sizes, reductions were also made in collateral discount rates.

Measures Taken by the CMB

It was announced that a series of measures have been taken by the Capital Markets Board to protect the healthy functioning of the market and that these decisions will be announced on its website.
