Emin Şirin stated in his post that the Constitution once stipulated that the Justice Minister should resign before elections and an independent minister be appointed in their place.

Şirin stated that the reason for this practice was to ensure that no shadow was cast on the neutrality of the election.

Article 114 of the Constitution

Repealed by the constitutional amendment adopted in 2017, Article 114 stipulated that the Ministers of Justice, Interior, and Transport resign from their posts before general parliamentary elections.

In accordance with the relevant article, there was a rule that independent names be appointed to head these ministries.
