In the fourth quarter of 2026, the Ministry of Health announced that it has entered the final stage of draft laws, decrees, and regulations directly affecting the rights and interests of millions of people within the scope of developing fundamental health policies.

Legal Document Preparation Plan

In accordance with the 2026 legal document preparation plan, a total of 60 tasks have been assigned under the Ministry of Health, including 4 draft laws, 1 regulation, 17 decrees, 2 Prime Ministerial decisions, and 36 circulars.

During the 2nd session of the 16th National Assembly, the Ministry of Health was tasked with preparing 4 separate draft laws, and six fundamental laws are being amended simultaneously.

Law Amendments and Objectives

Amendments covering the Law on Children, the Law on Persons with Disabilities, the Law on Medical Examination and Treatment, the Law on Pharmacy, the Law on the Elderly, and the Health Insurance Law are being implemented.

This simultaneous change aims to restructure the administrative apparatus, reduce procedures, and resolve issues related to drug and treatment prices.

Food Safety and Organ Donation

The Food Safety Law, which has been in effect for over 15 years, is being thoroughly revised to manage the supply chain on a risk-based approach.

To encourage post-mortem organ donation, the legal scope is being expanded, and the conditions for living organ donation are being tightened.

Tobacco Control and Pharmaceutical Sector

Regulations providing for the complete ban of electronic cigarettes and heated tobacco products have been put into the legislative process.

In the pharmaceutical sector, projects aimed at modernizing the distribution system and increasing transparency have reached their final stage.

Social Assistance and Emergency Medicine

Starting from October 5, 2026, the standard level of social assistance and social pension allowance has been increased to 540,000 VND per person per month.

Within the framework of the pre-hospital emergency medical system plan for the 2026-2030 period, the response time for critical cases is targeted not to exceed 5 minutes.
