Da Nang City Announces 2026-2030 Social Security Plan
The Da Nang People's Committee has announced its social security plan for the 2026-2030 period, featuring major targets across healthcare, education, employment, and infrastructure.
The Da Nang City People's Committee has issued Plan No. 473/KH-UBND detailing social security program targets for the 2026-2030 period, setting comprehensive goals in healthcare, education, employment, and infrastructure.
Social Security System and Objectives
The plan aims to build an inclusive, multi-tiered, and sustainable social security system, prioritizing policy beneficiaries, vulnerable groups, and disadvantaged households.
The city aims to invest in one to two nursing homes and ensure that all disadvantaged groups have access to basic social services.
Healthcare and Digital Transformation
The goals include maintaining all communes and wards meeting national healthcare standards and achieving universal health insurance coverage by 2030.
This rate will be gradually increased from 95.07% in 2026; furthermore, digital transformation will be promoted by applying artificial intelligence to medical examination, treatment, and health management.
Employment and Poverty Reduction
As part of its efforts to provide preferential treatment to meritorious individuals, Da Nang aims to have zero poor families and zero families under preferential treatment policies living in poverty by the end of 2030.
Regarding labor and employment, the city aims for 55.68% of the workforce to benefit from social security, 45% from unemployment insurance, and 37% to 40% to have received training.
Infrastructure and Environmental Projects
Infrastructure, environment, and culture are prioritized under the project to build Da Nang into an Environmentally Friendly City.
Targets include supplying clean water to rural areas, providing definitive solutions to pollution hotspots, and establishing cultural centers and local radio stations in all residential areas.
Institutional Duties and Reporting
The City People's Committee has appointed the Department of Health as the standing agency to conduct monitoring and supervision.
Relevant departments, agencies, and local authorities are required to prepare concrete implementation plans before October 1, 2026.
