Draft prepared to increase health insurance rights
The Ministry of Health plans to gradually increase social assistance rates and raise premium subsidies for those over 75 and certain other groups.
A new draft decree prepared by the Ministry of Health envisages increasing the social assistance rate from 80 percent to 85 percent and expanding the health insurance coverage for individuals aged 75 and over, individuals under 18, and middle-income households starting July 1, 2027.
Gradual Increase Plan in Social Assistance Rates
According to the newly prepared draft decree, the coverage of the group currently covering 80 percent of healthcare expenses will be expanded gradually.
The proposed social assistance rate will rise from 80 percent to 85 percent for designated groups starting July 1, 2027.
Raising Support Levels by Years
It is planned that the benefit level provided for the relevant groups will continue to increase up to 90 percent starting July 1, 2029.
By July 1, 2030, the benefit level provided for basic and primary level health examination and treatment expenses will be increased to 95 percent.
Premium Subsidies and State Budget Contributions
In addition to increasing benefit levels, the draft also foresees raising state budget support for health insurance premiums for certain groups.
It is proposed to support up to 100 percent of the health insurance premiums of mildly disabled individuals from households close to the poverty line.
Expansion of Coverage and Copayment Rates
It has been proposed that the health insurance copayment rate be increased from 4.5 percent to 5.1 percent starting in 2027, and then to 5.4 percent and 6 percent in 2030.
The scope of the provided benefits aims to include regular health check-ups, screening for eight different types of cancer, prevention of chronic diseases, and nutrition.
