Vietnam Social Security has announced that four major administrative and technical changes covering the use of health insurance cards, pensions, social allowances, and identification numbers will be implemented starting September 2026.

Health Insurance for Children Under 6 Years Old

With Government Decree No. 301/2026/ND-CP, which entered into force on September 1, 2026, birth registration, permanent residence registration, issuance of health insurance cards, and identification card procedures for children under 6 years of age have begun to be processed electronically.

Use of Personal Identification Numbers

Starting September 1, Vietnam Social Security initiated the transition process from the social security number and management code system to personal identification numbers and citizen identification numbers.

This administrative change does not lead to any loss of rights or changes for beneficiaries during the system enrollment process or in their medical examination rights.

Penalties for Social Security Violations

The new Decree No. 283/2026/ND-CP, regulating penalties for administrative violations in the fields of labor, social security, and Vietnamese workers working abroad, will enter into force on September 10.

Pension Payments via VNeID

Decree No. 320/2026/ND-CP, which will enter into force on September 28, 2026, regulates the usage mechanism of social security allowance accounts on VNeID.

This account allows the integration of payment accounts and e-wallets so that citizens can securely receive their social security benefits and pensions.
