The Ministry of Health has proposed increasing the health insurance contribution rate to 5.1% of the base salary starting in July 2027 and gradually raising it to 6% by 2030, with the aim of maintaining the balance of the Health Insurance Fund and expanding participant rights.

Projected Gradual Increase in Contribution Rates

According to the draft decree prepared by the Ministry of Health, the health insurance contribution, which is currently 4.5% of the base salary, will be increased to 5.1% as of July 2027.

Within the framework of the established roadmap, this rate is targeted to reach 5.4% in the subsequent period and 6% by the year 2030.

Fund Balance and Expansion of Participant Rights

The primary rationale behind the proposed contribution increase was announced as ensuring the financial balance of the Health Insurance Fund and increasing the scope of benefits offered to insured citizens.

State Subsidies for Specific Groups

Within the scope of the drafted proposal, it is planned to increase contribution supports for disadvantaged groups and alleviate co-payment costs alongside the wage increases.

Through the state budget, between 80% and 100% of the contributions for citizens near the poverty line and individuals with mild disabilities will be covered.

Additionally, at least 70% of students' contributions and at least 50% of the co-payment amounts for households with average income levels will be subsidized.

New Health and Screening Services to Be Included in Coverage

Between 2027 and 2030, the scope of healthcare services financed by the Health Insurance Fund will be gradually expanded.

During this process, early diagnosis screenings, nutritional therapy costs, preventive services, chronic disease management, and routine health check-ups will be included in the insurance coverage.

Starting in July 2027, the costs of periodic health check-ups will begin to be covered, and in the following years, treatment and examination expenses for various types of cancer and chronic ailments will be paid.
