Health insurance coverage to be increased to 95% for four special groups
The Ministry of Health plans to gradually increase health insurance coverage for certain priority groups by 2030.
A new draft decree prepared by the Ministry of Health envisions increasing the health insurance coverage rates from 80% to 95% by 2030 for certain priority groups.
Four Priority Groups
For the four special cases specified in Article 3 of the draft, it is aimed to increase health insurance coverage to a maximum of 95% by 2030.
The groups included in this scope are individuals aged 75 and over, mildly disabled individuals, individuals under 18 years of age, and households with an average standard of living.
Three-Stage Roadmap
The prepared plan consists of three different phases and aims to gradually increase the reimbursement rates.
The first phase will begin on July 1, 2027, and the rate will rise to 85%.
2030 Targets
In the second phase, as of July 1, 2029, it is planned to increase the benefit rate to 90%.
In the final phase on July 1, 2030, the rate for primary care and basic level treatments will officially reach 95%.
Status of Other Groups
For the remaining other groups, the benefit level is projected to increase from 80% to 85% starting July 1, 2028.
For these groups, the rates for basic medical examinations and treatments are planned to rise to 90% in 2030.
Cancer and Hepatitis Screenings
The draft also includes important provisions expanding the scope of the Health Insurance Fund.
It is proposed that the screening and early diagnosis costs for seven common cancer types as well as hepatitis B and C be covered by the fund.
