Ministry of Health Submits Four Health Bill Drafts to the National Assembly

The Ministry of Health of Vietnam has brought new legislative drafts and regulations regarding health and social welfare to the session of the National Assembly.

The Ministry of Health of Vietnam has submitted four main bill drafts envisaging comprehensive amendments to healthcare and related legislation to the second session of the National Assembly.

Legal Preparation Plan and Scope

Within the framework of the 2026 legal document preparation plan, the Ministry of Health has undertaken various tasks, including bill drafts, decrees, and circulars.

It is targeted to simultaneously amend fundamental laws such as the Law on Children, the Law on Persons with Disabilities, and the Law on Health Insurance.

Medical Examination and Pharmaceutical Regulations

In the field of medical examination and treatment, the decentralization of technical licensing is promoted, and price approval mechanisms are reorganized.

Under the Pharmacy Law, conditions for biological products are simplified, and new regulations regarding drug price management are added.

Food Safety and Risk Management

The draft Law on Food Safety introduces a new management approach based on risk levels throughout the entire supply chain from production to consumption.

Product declaration registration is made mandatory for high-risk food groups, and traceability practices are implemented for these groups.

Organ Transplantation and Tobacco Products

With the bill draft on cadaveric donation and organ transplantation, it is aimed to increase the procurement of organs from individuals who have suffered brain death.

The tobacco products draft, on the other hand, aims to legalize the ban on e-cigarettes and heated tobacco products.

Social Welfare and Healthcare Workers

In line with the new decrees, social assistance allowances have been increased, and professional incentive allowances for healthcare workers have been regulated.
