New Era Begins in Companion Leave Health Report Process

Important regulations have been introduced regarding public employees' companion leave reports with the Health Reports Regulation that entered into force on May 19, 2026. While the three-physician health board requirement continues, reports are now prepared via the e-Report system.

Health Board Requirement Continues

The health board obligation, which is among the most curious subjects regarding the new regulation, has not been lifted. Contrary to expectations that reports could be issued by a single physician, the practice of a health board consisting of three physicians continues to exist.

Reports Prepared with the e-Report System

With the regulation, the process of generating health reports forming the basis of companion leave in an electronic environment has been initiated. Reports are prepared via the e-Report system and approved with electronic signatures by the physicians on the board.

Leave Expression Removed from Report

In the new system, decision statements such as "it is appropriate to use companion leave" or "it is not appropriate," which previously took place in the reports, are no longer included. The board's duty is limited to determining the medical condition of the patient.

Personal Information and Institution Decision

Pursuant to the regulation, the health report does not contain the name and Turkish ID information of the civil servant. While the medical evaluation is made by the health board, the final leave decision is made by the public institution.
