New Policy Steps from Vietnam's Ministry of Health in the Fourth Quarter

The Ministry of Health held a press conference in Hanoi on the morning of October 1 to announce key health policies to be enacted in the fourth quarter of 2026. Deputy Minister of Health Vu Manh Ha chaired the meeting.
It was emphasized that this period is the most intense institutional reform process aimed at materializing the Politburo's resolution on the protection and improvement of public health.
Bill Regulations
The progress and core content of four important bills to be presented at the 2nd session of the 16th National Assembly were shared with the public. In this context, a comprehensive bill proposing amendments to six different laws has been prepared.
Important innovations such as the decentralization of licensing and price regulations in areas such as medical examination, treatment, medicine, and health insurance are planned to be implemented.
Tobacco and Food Safety
The Ministry of Health is also working on amendments to the revised Food Safety Law and laws concerning organ donation and transplantation.
Regulations are also being prepared in the Law on Prevention and Control of Tobacco Harms, aiming to completely ban e-cigarettes and heated tobacco products.
Social Security and Incentives
Alongside legislative work, new social security policies and benefits were announced to the public. The social assistance standard was raised to 540,000 VND per month starting from October 5, 2026.
Professional incentive allowances for rural health personnel, emergency care workers, and village health workers were increased, enabling the establishment of a unified emergency response network nationwide.
