Principles for sharing and using health data in Vietnam

The use and sharing of shared data in Vietnam's health sector are governed under Decree No. 102/2025/ND-CP according to the principles of authority, purpose, data security, and personal data protection.
Legal Framework and Authority Criteria
The use and sharing of medical data are carried out within the framework of competent authority, purpose, and data protection requirements. Decree No. 102/2025/ND-CP stipulates that the evaluation of medical data must be consistent with the duties of agencies and individuals.
Institutional Access Rights
Party and State agencies, the Vietnam Fatherland Front, and socio-political organizations have the authority to use and evaluate data in accordance with their functions and responsibilities. Other organizations must meet the relevant legal regulations.
Protection of Personal Data
Medical data contains a large amount of information directly related to individuals. Privacy, personal secrets, health status, genetic characteristics, and biological attributes fall into the category of information that must be protected by law.
VNeID and Electronic Health Records
By the end of January 2026, the integrated electronic health record system on VNeID was launched nationwide, with more than 34 million electronic health records integrated into the system.
