The new Decree regulating the professional incentive allowance regime ranging from 30% to 80% for healthcare workers has entered into force. The allowances will start to be applied retroactively from January 1, 2026.

Scope and Principles of the Allowance

The preferential professional allowance is calculated as a percentage obtained by adding the leadership position allowance, the protected difference coefficient, and the seniority allowance exceeding the standard rate to the individual's current salary coefficient. Under the scope of the Decree, those entitled to receive the allowance provided to healthcare personnel are public officials and civil servants working in the state-managed health sector who are involved in health services and protection activities.

Application Rules and Payment Conditions

It is stated that any civil servant or contract employee appointed to multiple jobs with different professional incentive allowances is entitled only to the highest professional incentive allowance. Professional incentive allowances are paid together with monthly salaries and are not used in the calculation of social security premiums or benefits.

High-Rate Incentive Allowance Tiers

Among the allowance levels specified by the Decree, the 80% reduction rate covers healthcare professionals working in the fields of examination, treatment, testing, and care of mental patients, forensic medicine, forensic psychiatry, resuscitation, and emergency care. In addition, the 70% rate includes personnel serving severe disabled individuals, leprosy, tuberculosis, HIV/AIDS patients, and newborns.

Medium and Low-Rate Incentive Allowance Tiers

An allowance of 60% is provided in areas such as examination and care services for elderly people with infectious diseases, as well as radiotherapy and chemotherapy. An incentive of 50% is foreseen for severely disabled individuals, anesthesia, burn patients, and pediatric patients; 40% for medical tests and pharmacy activities; and 30% for public education and school health personnel.

Effective Date and Retroactive Application

The new Decree officially entered into force on September 9, 2026. Preferential allowances for the professions specified in the Decree will begin to apply effective from January 1, 2026.
