The Istanbul Medical Chamber Family Physicians Commission called on the Ministry of Health for transparency, stating that the Risk-Based Audit System (REDES) is being used as a pretext for penalty pressure and wage deductions.

REDES Statement and Ministry Data

The Istanbul Medical Chamber Family Physicians Commission held a press conference regarding the Risk-Based Audit System, which was implemented by the Ministry of Health with the justification of preventing irregularities. It was emphasized that the Ministry's claims regarding the sincerity of the system are not reflected in current practices.

Minister of Health Kemal Memişoğlu stated in his announcement on August 31, 2026, that REDES is used in 81 provinces with 356 representatives, monitoring 34 different risk headings, and that 9,988 audits have been carried out in the past year.

Failure to Share Audit Results

Although Ministry officials stated that REDES is used effectively in detecting corruption in the healthcare field, it was pointed out that there is a significant deficiency in these statements presented to the public.

Drawing attention to the fact that the results of thousands of conducted audits have not yet been shared with the public, a call for transparency was made.

Allegations of Penalty Pressure and Wage Deductions

It was stated that notifications regarding investigations and inquiries initiated within the scope of REDES have recently been received from family physicians. It was argued that penalty pressure was applied to family physicians for reasons such as infant vaccinations being administered while the physician was on leave or examining fewer patients.

It was emphasized that family medicine is not a service that can be evaluated solely through numerical indicators and that REDES does not possess the quality of artificial intelligence to be used for this purpose.

Questions Addressed to the Public

The Istanbul Medical Chamber directed questions to the Ministry of Health, such as how many family physicians have been investigated within the scope of REDES, how many investigations resulted in penalties, and the criteria of the algorithms used in risk assessments.

It was stated that the defense rights of healthcare workers must be guaranteed and that the responsibility for errors originating from electronic systems should not be loaded onto the employees.
