In his speech, Minister Vu Hai Quan cited the examples of Nokia and DeepSeek, drawing attention to the courage to forge a new path when conditions are limited. He also pointed to Singapore's wastewater treatment system as an example, stating that the limitations of nature are a driving force in the search for solutions.

In Vietnam's development model, science, technology, innovation, and digital transformation are defined as key driving forces. It is targeted to create more value through knowledge, productivity, and technological mastery.
