It is argued that scientific funds should not be viewed as an expense, but rather treated as investments aimed at creating new knowledge and technology.
It is expressed that funding mechanisms should shift from managing inputs to managing outputs based on results and efficiency.
Seed Capital and Proactive Resources
The importance of a proactive resource capable of rapidly supporting new ideas, potential research projects, prototyping, and intellectual property registration stages is emphasized.
It is stated that these funds will act as seed capital for researchers, accelerating innovation processes.
Strong Research Teams and Shared Infrastructure
It is indicated that establishing strong research teams with a clear direction and talented leaders will increase the competitiveness of universities.
Laboratories must be designed as shared infrastructure open to multiple research groups, enterprises, and external partners, rather than just for individual purposes.
University-Industry Collaboration Model
Drawing attention to the importance of involving enterprises from the very beginning of the research process, a collaborative working model is put forward.
It is aimed to implement a cooperation model where enterprises define the problem, scientists solve it, and the process is jointly invested in and owned.
Successful Examples and Awards
It is shared that a strong research group named Smart Systems and Applications was established by the decision of Assoc. Prof. Dr. Kieu Xuan Thuc.
Among the achievements is the team led by Assoc. Prof. Dr. Pham Thi Mai Huong receiving the Second Prize in the VIFOTEC 2024 competition.
