Draft on Flexible Financing for Strategic Technologies and Urgent Tasks

The Ministry of Science and Technology is reviewing a new draft that amends and supplements decrees detailing the implementation of the Law on Science, Technology, and Innovation.

This newly prepared draft decree proposes significant amendments and additions to articles of various Government Decrees dated October 14, 2025.

The draft renews the method of budgeting for programs and tasks serving strategic technology development, stipulating that the approval period be reduced to a maximum of 90 days.

In the management and utilization of research results, leading organizations will be enabled to be more proactive, except in cases involving state interests or urgent social needs.

Expanded Participation Conditions

Participation conditions for state-funded projects utilizing the contract-based approach anchored in final products will be broadened, providing new enterprises with opportunities to join these projects.

Human Resources and Employment

In the field of human resources, professional levels for scientific and technological titles have been established, and the recruitment of individuals who deliver successful works as public employees will be considered.

Submission Schedule to the Government

This draft decree prepared by the Ministry of Science and Technology is expected to be submitted to the Government in 2026.
