Ho Chi Minh City is implementing a controlled testing area, known as a sandbox model, to reduce risks and promote innovation in line with its strategic technology targets for the 2026-2030 period.
Strategic Technology Targets
According to Resolution No. 1493, the target for the 2026-2030 period is for Vietnam to master at least 4 strategic technologies.
During this period, at least 15 strategic technology products will be developed and commercialized, achieving a localization rate of approximately 40%.
Digital Investment Infrastructure
The Ho Chi Minh City People's Committee announced the pilot version of the Digital Investment Promotion Infrastructure.
Developed by the Ho Chi Minh City Investment and Trade Promotion Centre in cooperation with Arobid Technology Joint Stock Company, this infrastructure relies on artificial intelligence-powered data and transaction matching.
Pilot Implementation Results
During the two-month implementation period, the system welcomed over 25,000 visitors from 115 countries.
In this process, more than 100 investors showed interest in 250 investment projects.
Identified Technology Groups
The city has identified a total of 9 strategic technology groups by 2030.
These groups include artificial intelligence, digital cloning, virtual reality, robotics, 5G, and 6G networks.
Additionally, blockchain, semiconductors, new energy, aerospace technology, cloud computing, big data, and biomedical technology are also included within this scope.
Technology Development Center
Efforts are ongoing to increase attractiveness for investors.
It is planned to establish a Strategic Technology Development Center on an area of approximately 53 hectares within the city's High-Tech Park.
