New Era in Management Mechanism

Work Packages and Phased Funding
Each mission is divided into work packages that specifically define objectives, deliverables, budget, and acceptance stages. Funding is allocated in phases, and upon reaching a stage, funding for the subsequent stage is provided.
Project Proposals and Evaluations
As of September 27, ministries and institutions have proposed 38 projects with a total budget of 13,750.6 billion VND, of which 8,860.2 billion VND is covered from non-state budget sources. The ministry has evaluated 30 of these projects.
Local Projects and Identified Areas
113 projects have been registered by local governments; areas requiring attention have been identified, such as ambiguities between research funds and investment funds, overlapping tasks, and uncertainty in evaluation stages.
Three-Tier Classification
The ministry proposes classifying strategic technology missions into three tiers: challenging national issues, common technologies, and mature technologies applied at the local level.
Budget and Resource Proposals
It has been proposed that at least 15 percent of the science and technology budget be allocated to strategic technologies, and that funds from missions failing to reach their targets be transferred to those yielding results.
