Investment Commitment Advance Loan Utilization Exceeds 167 Billion Lira

While actual utilization of the Investment Commitment Advance Loan reached 176.4 billion liras as of the end of August, the Ministry of Industry and Technology implemented a new scope expansion in favor of SMEs.

Following the expansion of the scope in favor of SMEs by the Ministry of Industry and Technology regarding the Technology and Strategy Score system and minimum investment amounts, the actual utilization of the Investment Commitment Advance Loan reached 167.4 billion liras as of the end of August.

Period of Acceleration in Loan Utilization

According to Central Bank data, actual YTAK utilizations, which had long hovered around the 100 billion lira level, gained momentum starting in 2026.

As of the end of August, total actual utilization rose to 167.4 billion liras. The total resource allocated for this program stands at around 750 billion liras.

Scope Changes Made in Favor of SMEs

With the communiqué amendment published in the Official Gazette by the Ministry of Industry and Technology, a system was established that companies with SME qualifications can also apply to.

The process was restructured by introducing the Priority Financing Certificate system alongside the Technology and Strategy Score system in investment loans.

Significant Reduction in Investment Amount

The minimum investment amount in the YTAK program, previously set at 1 billion liras, was reduced to at least 100 million liras for investors who will receive a Priority Financing Certificate.

Additionally, the existing equity and capital requirement for such applications was completely removed.

Supported Sectors and Product Groups

Priority areas cover products in medium-high and high-technology sectors, as well as products of critical importance for the development of these sectors.

There are 310 different products detailed on a GTIP basis in the annex of the relevant communiqué, and those wishing to invest in these areas can apply.
