Investment Commitment Advance Loan Utilization Exceeds 167 Billion Liras in August
Actual utilization of the Investment Commitment Advance Loan reached 167.4 billion liras as of the end of August, prior to ministry regulations and scope expansion steps.
Before the regulations in the Ministry of Industry and Technology and Central Bank program were implemented, the actual utilization of the Investment Commitment Advance Loan (YTAK) gained momentum starting from the beginning of 2026, reaching the level of 167.4 billion TL as of the end of August.
Acceleration in Loan Utilization
Actual utilizations of the Investment Commitment Advance Loan, which had hovered around the 100 billion TL band for a long time, gained an upward momentum starting from 2026.
According to information compiled from Central Bank data, the utilization amount, which was 104 billion TL at the end of 2025, rose to 167.4 billion TL as of the end of August.
Ministry and Medium-Term Program Regulations
The Ministry of Industry and Technology implemented various technical adjustments in the Technology and Strategy Score system and related investment conditions.
Within the scope of the Medium-Term Program, it was aimed to introduce flexibility in the minimum limit on project size and to include SMEs and critical products in the system.
Priority Financing Certificate
With the communique amendment published in the Official Gazette, a new era was initiated in which companies with SME qualifications can also apply.
In addition to the Technology and Strategy Score system, the Priority Financing Certificate application was introduced, adding a new criterion for investors.
Flexibility in Investment Conditions
The minimum investment amount of 1 billion TL under YTAK was reduced to the level of 100 million TL for investors holding the new certificate.
Along with the regulation made, the equity and capital requirement sought for investors was completely eliminated.
Supported Sectors
The support mechanism covers medium-high and high-technology sectors and critical products that will ensure the development of these fields.
A total of 310 different products, detailed on a HS code (GTİP) basis in the annex of the relevant communique, are among the supported priority areas.
Resource Size of the Program
The total resource size allocated for the Investment Commitment Advance Loan stands at the level of 750 billion TL.
In past years, tourism investments and earthquake zone projects were also temporarily included in this program.
