Amendments to Five Decrees
Nguyen Nhu Quynh, Director General of the Legal Department, announced that the draft covers five decrees numbered 262, 263, 265, 267, and 268.
The work focuses on reducing administrative procedures and institutionalizing decentralization policies.
Fund Operating Mechanism
Delegates provided feedback on the operating mechanism and fund management of Science and Technology Development Funds.
It was proposed to clarify the relationships among specialized management agencies, funds, and executing organizations.
Titles and Entrepreneurship
It was emphasized that the relationship between scientific titles and public employee positions needs to be clarified.
The Provincial People's Committee approval procedure and document requirement for innovative startup activities were removed.
