National Program for Human Resource Development in Artificial Intelligence Approved
Prepared with a 2035 vision and aiming to develop the AI workforce until 2030, the national program has entered into force by a Prime Ministerial decision.
The National Program for Human Resource Development in Artificial Intelligence with a 2035 vision, prepared to meet the needs in the fields of science, technology, and innovation, has been officially approved.
General Objective of the Program
The development of human resources in the field of artificial intelligence has been identified as one of the critical tasks to meet the requirements of scientific and technological development and digital transformation.
Approved by the Prime Minister's Decision No. 1528/QD-TTg dated August 11, 2026, the program sets concrete targets for the training and dissemination of the artificial intelligence workforce.
Student and Civil Servant Targets
According to the decision, by 2030, at least 80 percent of high school and pre-university students will be ensured to access basic knowledge and skills about artificial intelligence.
This rate has been set at 100 percent for university students and at least 80 percent for vocational high school students.
90 percent of employees in public service units and 100 percent of those in the education sector will update their artificial intelligence skills.
Expert and Employee Training
Within the scope of the program, at least 100,000 teachers and educational managers will be subjected to comprehensive training, and 10 million employees will be provided with basic artificial intelligence skills.
Additionally, at least 50,000 qualified personnel and 10,000 highly skilled artificial intelligence experts will be trained to serve in key sectors.
Educational Institutions and Centers
All higher education institutions will implement regulations regarding the use of artificial intelligence in education and research.
It is targeted to establish at least 10 advanced artificial intelligence education and research centers by 2030.
