Guidelines Determined for Professional Incentive Allowances for Healthcare Personnel

The scope, calculation method, allowance levels, and implementation principles of the preferential professional allowance regime for healthcare workers have been officially determined.

Scope and Calculation Method of Allowances

The preferential professional allowance is calculated as a percentage obtained by adding the leadership position allowance, the protected difference coefficient, and the seniority allowance exceeding the standard rate to the individual's current salary coefficient. This regime covers civil servants and personnel working in the healthcare sector under state administration.

Payment Conditions and Social Security

It has been stated that any civil servant or contract employee appointed to multiple jobs with different professional incentive allowances is only entitled to the highest professional incentive allowance. Professional incentive allowances are paid along with monthly salaries and are not used in the calculation of social security contributions or benefits.

Percentage Rates and Duty Areas

The allowance levels foreseen by the decree range from 30% to 80%. Those working in the fields of psychiatric patient examination, emergency care, intensive care, and pathology will receive an 80% allowance, while other officials without health education and direct medical duties will benefit from a 30% allowance.

Effective Dates and Implementation Process

It was announced that the decree containing the new regulations will enter into force starting September 9, 2026. However, it was stated that preferential allowances for the professions specified in the decree will begin to be applied retroactively from January 1, 2026.
