The Ministry of Education and Training has opened a new draft circular for public review, which determines the management procedures for science, technology, and innovation projects to be carried out under its own funding and commissioning.

Purpose and Scope of the Draft Circular

It aims to manage projects funded or commissioned by the Ministry of Education and Training more effectively. With the work to be done, it is intended to put research results into practice and commercialize them.

Legal Bases and Expansion of Scope

The newly prepared regulation is shaped in accordance with the Politburo resolution dated December 22, 2024, and the 2025 Science, Technology, and Innovation Law. In addition, this draft replaces the previous circular and expands its scope to include private higher education institutions.

Classification of Innovation and Task Types

The new draft circular supports technological development by including the innovation task within the system. Different criteria are established for fundamental research, applied research, technology development, and innovation projects.

Emphasis on Risk Acceptance and Digitalization

Acceptance mechanisms are regulated for risks that may be encountered during research processes. Furthermore, digitalization and the use of digital-based infrastructure in management processes are encouraged.
