New Governance Structure Established Within the Framework of the Turkey Artificial Intelligence Action Plan

Within the scope of the 2026-2030 Turkey Artificial Intelligence Action Plan prepared under the coordination of the Ministry of Industry and Technology, the National Artificial Intelligence Board, the Program Office, and the National Artificial Intelligence Ethics Board are being established under the chairmanship of President Recep Tayyip Erdoğan.

Governance and Strategic Goals

With the efforts carried out under the coordination of the Ministry of Industry and Technology, focus has been placed on the governance targets in the 2026-2030 Turkey Artificial Intelligence Action Plan. It is aimed to develop artificial intelligence applications in a secure, fair, and human-centric manner.

National Artificial Intelligence Board

Serving as the highest decision-making body on strategy, prioritization, and resource allocation, the National Artificial Intelligence Board will operate under the chairmanship of President Recep Tayyip Erdoğan.

The Board will approve national priorities, resolve authority disputes, and direct large-scale public investments.

Program Office and Transparency Portal

While the Program Office is being established for the tracking and project management of actions, the National Artificial Intelligence Progress and Transparency Portal will ensure that processes are monitored transparently.

The Presidency of Cybersecurity Public Artificial Intelligence Directorate General will also be included in the Program Office, and a task distribution matrix will be prepared for each action.

National Artificial Intelligence Ethics Board

The National Artificial Intelligence Ethics Board, which will assume the function of ethical guidance and social assurance, is targeted to be formed within one year.

The Board will publish practical guides on issues such as justice, explainability, data provenance, security, and human oversight.
