As part of strategic steps that will shape the region's economic and social architecture, the Hong Kong government has designated financial services, innovation-technology, and education as new growth drivers. This announced move will proceed in full integration with Beijing's 15th Five-Year Plan covering the years 2026-2030.

Three New Growth Drivers and Integration

The Hong Kong government has reached a critical stage to clarify the region's future development direction. Chief Executive John Lee Ka-chiu announced that they have placed financial services, innovation and technology, and education at the center of this development initiative.

Four Critical Initiatives for Global Growth

Chief Executive Lee outlined the central gold clearing system, the commodity trading ecosystem, the Hetao innovation hub, and the Northern Metropolis university town projects in order to elevate the city's economic momentum to the highest level.

Targeting Pricing Power in Precious Metals

Financial Services Development Council Chairman Benjamin Hung Pi-cheng drew attention to the strategic importance of the Hong Kong Gold Exchange. The project is expected to increase the city's voice and pricing power in the global precious metals market.

Megaprojects in Technology and Education

While the completion date of the main building for the Hetao technology park has been brought forward to the end of the year, the Northern Metropolis university town project will cover more than 1,000 hectares of land, with 300 hectares allocated for campuses.

Public Consultations and Expected Timeline

More than 16,000 opinions were collected during the two-month public consultation period, with 80 percent of the requests submitted by citizens. Hong Kong's eagerly awaited first five-year plan and the annual policy address are scheduled to be announced on September 16.
