A new draft circular has been published for the management of projects funded or commissioned by the Ministry of Education and Training.
Legal Bases and New Regulations
The new draft was prepared in line with the Politburo's resolutions on science, technology, innovation, and national digital transformation, as well as the 2025 Science, Technology, and Innovation Law.
Replacing the existing regulation, this new text aims to take the place of the previous circular and target a broader scope of application.
Expansion of the Application Scope
The scope of the newly prepared draft circular has been expanded to include private higher education institutions as well.
Emphasis on Risk Acceptance and Digitalization
The draft text ensures the specific classification of scientific and technological task types while also promoting a risk acceptance mechanism and digitalization in processes.
