Dao Ngoc Chien, Director of NAFOSTED under the Ministry of Science and Technology, announced that Circular No. 49 implements a new mechanism to enable scientists and businesses to master technology.

Main Objectives of the New Mechanism

A new era is beginning with the aim of increasing accountability in the use of science and strengthening audit processes.

Organizations, businesses, and scientists are provided with favorable conditions to master technology, develop products, and apply research results.

Three Major Changes in Resource Management

Speaking at a press conference in August 2026, Dao Ngoc Chien stated that three fundamental changes have taken place in R&D resources for strategic technologies.

The shift has moved from input-oriented management to result-oriented management, from procedural control to benchmark-based management, and from prior approval to autonomy.

Financial Support Provided from the State Budget

Under the new mechanism, state budget support of up to 100 percent will be provided for core technologies and high-risk tasks.

It was noted that financial support of up to 70 percent from the budget will be provided for strategic technology products with commercial potential.

Salary Caps for Project Managers and Chief Engineers

Certain monthly salary cap limits have been clarified for experts who will take part in the projects to be implemented.

A monthly salary cap of 300 million VND has been set for the Chief Engineer and 150 million VND per month for the Project Manager participating in the project.
