The Ministry of Education and Training, through Circular No. 80/2026/TT-BGDĐT dated September 25, 2026, regulated in detail the procedures and principles of scholarship policies for students in basic sciences, key engineering fields, and strategic technologies.

Scope of Scholarship Policies

Circular No. 80/2026/TT-BGDĐT dated September 25, 2026, published by the Ministry of Education and Training, covers the principles for the implementation of scholarships in basic sciences, key engineering fields, and strategic technologies.

Candidate Selection and Scoring Principles

In determining the group not exceeding thirty percent of the candidates who achieve the highest scores in each subject group nationwide, the scores of the two highest-scoring subjects among Mathematics, Physics, Chemistry, Biology, and English will be taken as the basis.

The scholarship eligibility score will be determined based on the higher of 22.50 points or the lowest score in the group, and cannot exceed thirty percent of the highest-scoring candidates.

Application and Management Processes

Students will not need to prepare and submit scholarship applications or renewal applications; all processes will be carried out through the National Strategic Human Resources Development and Training Management Platform using existing enrollment and education data.

Process Calendar and Payments

The initial application process for undergraduate students will be completed within fifteen working days, while this process for graduate students will run until October 30, and scholarships will be paid monthly from the state budget via non-cash methods.

Students who enrolled from the year 2025 will be eligible to receive scholarships starting from September 1, 2026, provided they meet the necessary conditions.
