Science, Technology, and Education Cooperation Between Vietnam and France

Within the framework of General Secretary and President To Lam's visit to France, new cooperation agreements were signed between Vietnam and France in the fields of science, technology, innovation, and high-quality human resource training. This comprehensive strategic partnership between the two countries has been given concrete form.
Visit and Signing Ceremony
General Secretary and President To Lam witnessed the signing ceremony of the cooperation agreement between the two countries in Paris. This signing ceremony made a significant contribution to materializing the comprehensive strategic partnership between the two nations in the fields of science, technology, innovation, and high-quality human resource training.
Memorandum of Understanding Background
The Vietnam Academy of Science and Technology and the CEA had signed a Memorandum of Understanding on scientific research, technology transfer, and human resource training within the framework of Prime Minister Pham Minh Chinh's visit to France in June 2025.
Accordingly, USTH and relevant French units held discussions and signed memoranda of understanding to transfer technology on topics such as nuclear science, new energy, hydrogen energy, and semiconductors.
Research and Education Partnerships
USTH and the CEA Fundamental Research Division signed a new memorandum of understanding to strengthen cooperation in the fields of energy, environment, materials science, and health sciences.
Within the scope of the agreements, it is aimed to provide dual doctoral degree programs, faculty exchanges, joint scientific conferences, as well as internship and research opportunities for students.
International Projects
The USTH Energy Transition and Storage Chemistry Research Group and CEA units are jointly implementing the IRP Hydrogen project aimed at developing green hydrogen production.
Launched on February 17, 2025, and running until the end of 2029, this project involves a total of 26 researchers from the two countries.
Nuclear Science and Education
USTH and INSTN signed a framework agreement in the field of nuclear science and technology to train human resources with the capacity to acquire strategic technologies.
Signed by INSTN Director Pascal Yvon and USTH Rector Prof. Dr. Dinh Thi Mai Thanh, the agreement will support USTH in developing its nuclear science programs.
