Speaking at the conference on the National Science, Technology, and Innovation Program, Deputy Minister Dinh stated that the legal framework has been fundamentally established. It was emphasized that the focus is on organizing qualified implementation and ensuring genuine stakeholder participation.

Resource Allocation and Product-Oriented Evaluation

Noting that the level of business participation is not proportional to the program's objectives, it was reiterated that a clear transition from project proposals to product proposals must be made in conjunction with resource allocation. The effectiveness of the program will be evaluated based on the product developed.

Three Essential Conditions for Implementation

Deputy Minister Le Xuan Dinh highlighted three conditions for the implementation of the program: clearly defining the role of each institution, removing procedural barriers, and ensuring openness, transparency, and quality in the processes.
