Four international agreements and protocols to which Turkey is a party entered into force after being published in the Official Gazette following the approval of President Recep Tayyip Erdoğan. The decisions include European Union Instrument for Pre-Accession Assistance financing arrangements and texts regarding the COP31 processes that Turkey will host.

Decisions Published in the Official Gazette

Four international agreements approved with the signature of President Recep Tayyip Erdoğan were announced to the public via the Official Gazette and entered into force.

The scope of the published decisions includes financial cooperation programs conducted with the EU and UN climate conference regulations.

Amendment to the IPA II Financing Agreement

The protocol foreseeing an amendment to the Instrument for Pre-Accession Assistance financing agreement within the scope of the 2020 Annual Action Program for Turkey was approved.

The protocol, signed through an exchange of letters between the Government of the Republic of Turkey and the European Commission, contains amendments to the existing financing agreement.

Addendum to the 2016 Action Program

The addendum regarding the financing agreement for the annual action program within the scope of the Instrument for Pre-Accession Assistance for 2016 was also published.

Addendum No. 4, signed in Ankara, gained official status along with the attached notes upon being approved by President Erdoğan.

COP31 and the Agreement Made with the UN

The agreement made with the United Nations regarding the COP31 process, which Turkey will host, was also among the texts that entered into force.

The agreement signed in Bonn covers administrative and technical provisions regarding meetings connected to the Kyoto Protocol and the Paris Agreement secretariat.

Memorandum of Understanding Regarding Data

The memorandum of understanding signed in Bonn, which regulates data sharing and usage, was also published with the approval of President Erdoğan.

With this memorandum of understanding, the procedures and principles regarding the data processes to be carried out within the scope of COP31 and related meetings have been determined.
