Although the global economy has fundamentally changed over the approximately eighty years that have passed, no substantial transformation has taken place in the structure of these institutions.
Emerging Economies and the Quota Problem
The shares of emerging economies in global national income have increased exponentially. Despite this, the quota and voting rights of these countries in international economic institutions have not been aligned with their current economic weights, leading to an overt crisis of representation.
Causes of the Crisis of Legitimacy
The conventions that a US citizen is always appointed to the presidency of the World Bank and a European is always appointed to the leadership of the IMF undermine the legitimacy of the institutions. Fair mechanisms do not exist to alleviate the debts of low-income countries and to provide resources against the climate crisis.
Demands for Inclusive and Fair Reform
Voting rights within international institutions must be revised according to current economic realities. It is expected that impartial mechanisms will be implemented to resolve debt burdens fairly and to transfer UN resources directly to target populations.
