Conflicting Claims and Investigation
The Department of Homeland Security had initially claimed that the agent fired in self-defense after being attacked by three Venezuelan immigrants with a shovel and a broom handle.
However, investigators in Minnesota determined that Agent Castro fired through a closed door, shooting the victim in the leg, and suspicions regarding the incident deepened with security camera footage.
Administrative Proceedings and Detention Process
In February, ICE placed two immigration agents on administrative leave, stating that they may have made false statements regarding the incident, and charges against the immigrants were dropped as new evidence emerged.
Castro, who was arrested in Texas in May and held in custody for three months, was released after Texas Governor Greg Abbott did not approve the Minnesota attorney general's extradition request.
