Uttar Pradesh, India's most populous state, has implemented a Student Mental Health and Well-being Policy to combat rising stress, anxiety, and student suicides in higher education institutions. This step was taken in line with Higher Education Institutions Commission guidelines and Supreme Court rulings.
New Support Units in Institutions
Mental Health Support Units will be established in every higher education institution to provide confidential counseling services, set up referral systems for specialist care, and train staff to identify students experiencing difficulties.
Supreme Court and Commission Rulings
In July 2025, the Supreme Court issued a 15-point set of guidelines to transform campuses into supportive environments. Meanwhile, the Higher Education Commission made its draft report available for public feedback within this framework.
Experts' Warning on Infrastructure Deficits
Experts point out that many institutions lack a full-time mental health professional and that effective implementation requires standard operating procedures and regular audits.
